- Preheat your oven to 350°F (175°C) and grease a 9x11-inch baking dish.
- Melt 3 tablespoons of salted butter in a large pot over medium heat, then sauté chopped onion for 4-5 minutes until translucent.
- Whisk in 1/4 cup of all-purpose flour, 1 teaspoon of salt, and 1/2 teaspoon of ground black pepper. Cook until bubbly and lightly browned.
- Gradually pour in 1 cup of whole milk and 1/2 cup of heavy cream while stirring, cooking until thickened (5-7 minutes).
- Remove from heat and stir in 1 cup of shredded cheddar cheese, then fold in 2 cups of sliced carrots and 1 tablespoon of dried parsley flakes.
