- Preheat your oven to 350°F (177°C).
- Cook elbow macaroni in salted boiling water until al dente (8-10 minutes). Drain and set aside.
- Sauté seasoned shrimp in olive oil over medium heat for 4-6 minutes until pink and opaque. Set aside.
- In a mixing bowl, whisk together whole milk, evaporated milk, paprika, cayenne, salt, black pepper, and beaten eggs until blended.
- Stir in most of the cheese blend into the milk mixture until incorporated. Mix with cooked macaroni, shrimp, crab, and fresh basil.
- Transfer to a buttered 9x13 baking dish, spreading evenly and topping with reserved cheese.
- Cover with foil and bake for 45-55 minutes; remove foil halfway through to create a golden top.
- Let cool for 20-30 minutes before serving.
