Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C) and line a 9x13-inch baking pan with parchment paper.
  2. Cream together the butter, light brown sugar, and white sugar until light and fluffy, about 2-3 minutes.
  3. Add the eggs and vanilla extract to the mixture and beat until fully combined, about 1 minute.
  4. Sift in the flour, baking powder, salt, and oats, mixing gently until combined, approximately 30 seconds.
  5. Press ⅔ of the oat mixture into the bottom of the prepared baking pan to form the base layer.
  6. Melt the chocolate chips and sweetened condensed milk in a microwave-safe bowl until smooth.
  7. Pour the fudge mixture over the base layer and spread it evenly using a spatula.
  8. Drop dollops of the remaining oat mixture over the fudge layer, creating an uneven surface.
  9. Bake in the preheated oven for 45 minutes or until edges are golden brown and center has a slight jiggle.
  10. Allow the bars to cool completely before lifting out of the pan and slicing into squares.
