- Preheat your oven to 350°F (175°C) and line a 9x13-inch baking pan with parchment paper.
- Cream together the butter, light brown sugar, and white sugar until light and fluffy, about 2-3 minutes.
- Add the eggs and vanilla extract to the mixture and beat until fully combined, about 1 minute.
- Sift in the flour, baking powder, salt, and oats, mixing gently until combined, approximately 30 seconds.
- Press ⅔ of the oat mixture into the bottom of the prepared baking pan to form the base layer.
- Melt the chocolate chips and sweetened condensed milk in a microwave-safe bowl until smooth.
- Pour the fudge mixture over the base layer and spread it evenly using a spatula.
- Drop dollops of the remaining oat mixture over the fudge layer, creating an uneven surface.
- Bake in the preheated oven for 45 minutes or until edges are golden brown and center has a slight jiggle.
- Allow the bars to cool completely before lifting out of the pan and slicing into squares.
