Step-by-Step Instructions
  1. In a large skillet, heat a tablespoon of oil over medium-high heat. Add the ground beef, cooking until browned, about 5–7 minutes. Stir in soy sauce and hoisin sauce, letting it simmer for 2 minutes to absorb the flavors.
  2. Add the shredded carrots and chopped bell peppers to the beef mixture, sautéing for 2–3 minutes until slightly tender but still crunchy.
  3. Fill a shallow dish with warm water, and dip one rice paper wrapper in for 10-15 seconds until soft. Lay it on a flat surface, working with one at a time.
  4. Place fresh basil leaves in the center of the wrapper followed by a spoonful of the beef and vegetable mixture. Fold the sides over and roll tightly from the bottom.
  5. Repeat the process with remaining wrappers and filling. Arrange the rolls on a platter and cover with a damp cloth to prevent drying.
